Special Session dates set to tweak budget
Gov. Lawmakers return to conferees' compromise

According to the Maryland Department of Legislative Services, the income tax rate would rise to 5 percent for single filers who earn between $100,001 and $125,000, and joint filers who earn between $150,001 and $175,000.
Rates would rise to 5.25 percent for single filers who earn between $125,001 and $150,000, and joint filers who earn between $175,001 and $225,000.
The tax rate would increase to 5.5 percent for single filers who earn between $150,001 and $250,000, and joint filers who earn between $225,001 and $300,000. High wage earners will see a 5.75 percent rate.
Finishing a special session in mid May would give local officials time to assemble their budgets.
O'Malley said last week that he is open to a second special session to address gaming in early August. During the intense debate during the conference committee process, House leaders had claimed Miller was holding up the budget passage on a contingent that a bill supporting a new casino location in Prince George's County.
Also Wednesday, the governor signed into law almost 294 bills passed during the 2012 General Assembly session. Among them included bills to double the state's flush tax and limit the installation of new septic systems.
Phylicia's Law is named for Phylicia Barnes, the North Carolina teenager who was murdered while visiting family in Baltimore. The new law calls for more coordination between law enforcement and volunteer search groups.
